FRP referral emails are supposed to be a valid, temporary PoE; however, the emails do not contain the required PSD.  Thus, making the referral emails NOT a valid PoE and they get rejected by OCP.  Almost all of our referrals are EDU and sometimes it takes weeks for the PoEs to go through all the proper approval channels (legal, compliance, etc.) before they are signed by the customer.  Since we live by the Golden Rule and start assisting our customers immediately.  We don't make them wait for the red tape, but we often face missing the threshold for incentives b/c of this.  
How is FRP going to address this?  Will there be a new option?

2021-08-19 - Referral Team- 

Please see page 19 in Online Service Usage Microsoft 365 Incentive Guide which covers Public Sector. The initial POE only allows the claim and should be followed up with full POE. 

The Referrals team is looking into options available for expanding and improving the email templates. However, the Public Sector Disclosure mentioned is a requirement specific to approving claims for Public Sector. The requirement is for the partner to obtain confirmation of the customer being informed of potential fees, commission or compensation. The Referral template would not provide acknowledgement from the customer, and therefore this is something the partner would be required to obtain in addition to the initial POE for Public Sector customers. 

This means the Referral email can still be submitted as initial POE, where it would be denied. However once the full POE was submitted (as it's required with Public Sector to have additional customer acknowledgement), it should be approved based on the original date (where it was rejected). This request will be marked as completed since no additional action is required at this time (ie. updating the email template would still require the partner to obtain customer acknowledgement).
