AI Business Solutions & Security Insights: PAU data discrepancy across all workloads - Resolved

Today, November 4, 2025, the AI Business Solutions & Security Insights team discovered that PAU values are lower than expected for some tenants across workloads. This drop in PAU is due to a downstream data issue affecting all of Microsoft.

Microsoft engineering teams are actively working on a fix as soon as possible. We will send a notification once the issue has been resolved.

Update (November 11, 2025): PAU is now refreshed in Copilot Opportunities tab, but it will still be less than MAU for a variety of reasons, most often being due to trial licenses. Please refer to the notes on usage data and MAU vs. PAU here: https://aka.ms/ASPXDocs.

    This issue has been persistent from the outset. We've consistently observed inaccuracies in the data across multiple tenants, raising concerns about the reliability of the published insights. It’s unclear how and why Microsoft has not been able to ensure data accuracy, especially given the critical nature of these insights. Most of the published data appears to be incorrect, which significantly impacts our ability to make informed decisions.

We are working rigorously to resolve any and all data issues and ensure data integrity going forward. PAU, specifically, is a very volatile metric that is used across Microsoft. PAU depends on a variety of policy and enablement configuration signals that change. The data issues caused by PAU were caused by an outage that impacted all of Microsoft.
